The Operations Process is the framework commanders use to turn a mission into action. It covers planning, preparing, executing, and assessing operations, and it includes issuing the plan or order to subordinate units. In infantry operations, the act of planning and then communicating those plans as orders is a core part of this process, ensuring everyone understands the mission, tasks, timing, and how the force will work together under the command-and-control system. This makes it the best fit for describing how planning and issuing orders fit into infantry operations.

The Intelligence Cycle is about turning information into usable intelligence to inform decisions. The Targeting Cycle centers on identifying, prioritizing, and engaging targets. The Weather Analysis Process focuses on meteorological inputs that affect operations. None of these describe the full planning-and-order-issuing sequence that the Operations Process covers.
